There is no such thing as black tie optional. That’s because the term is redundant. Dressing one notch down, ie dark suit and cocktail dress,  is always an acceptable substitute at a black tie affair in any case.

I like the black dress much better, but not because it’s short.

Gosh this is an interesting read. I voted yes before I read others comments. To me, here in the uk, black tie is long length evening dresses, so exactly your blue one. Black tie weddings don’t really happen here.  So a black tie event for us is black dinner jackets for gents, long dresses for ladies. White tie is super formal with ladies in ball gowns. shorter dresses like your black one is cocktail or lounge wear and chaps would be in suits (or jacket and tie for lounge). Regional differences on the board are fascinating. Glad you picked out your little black number. It’s lovely too!

You have the figure to wear anything, but I agree the first dress is not appropriate. My first thought was “prom”, too. However, the black dress is beautiful and will be versatile for a long while. Although black-tie is certainly a full length gown occasion, the “optional” means that the majority of women will be wearing cocktail length dresses. You will look fab.
