There are definately conditions that can cause a dog’s nose to peel and become irritated. Your small animal vet will totally be familiar with them. (I’m a horse vet). Good for you for being a conscientious pet owner.

I have a frenchie and her nose is often dry. My vet recommended using Epsom salt to gently exfoliate it and then apply Vaseline. I’ve never done the Epsom salt thing because it seems painful. 

However, I do apply Vaseline frequently to her nose, almost daily. Her tongue doesn’t reach her snout.
