Had no idea about Norway’s wedding customs. Way cool! I think you should get the 2nd dress to wear in Canada, as PP said, you could try Etsy or sample sales and get the look you want for less. It might sound silly to spend more money on one dress for one day, but hopefully this will be the only time you get married and it IS special! And you will want to look back and enjoy the memories and the pictures, not regret that you never got to wear a white gown. You should feel like a bride on your day, and if that’s with a ball gown dress, get a ball gown!

I did some google searching, could not find anything helpful about a crown, sorry.
My Future Mother-In-Law wore a beautiful bunad with a crown when she and Future Father-In-Law got married 50 years ago. She looks almost royal in photos.
But i have seen brides in bunad with flower crowns or just nothing. Still beautiful!

I’ve been looking and there is a Norwegian Briidal Crown. It’s not flowers, but a really unusual metal crown with little doodads that ward off evil.
