I think it’s a cool idea.  If you want to dye just one layer of the dress you’re going to need a seamstress to take it apart from the top lace to dye seperatly.  I think it can be done, but it’s hard to say without knowing what your dress looks like.  Call aound and find a local seamstress that does similar work to get some ideas.

To dye any non-natural fabric (such as most laces and synthetics), you want to use acid dye. It sounds scary, but it’s just the dye component mixed with vinegar. Here is a link: http://www.jacquardproducts.com/products/dyes/aciddye/

I’ve dyed synthetic body suits with this for various costumes and it’s always worked great.
