I’d recommend having them wear a dress with an empire waist. Since they all have different shapes this can help the overall look, plus if it’s flowy it would be perfect for a garden theme.

I’m a 40F (sometimes G depending on the bra) and I can say that if the dress has any sort of boning in it up top, that may be enough to hold the “girls” up without a bra. My wedding dress had enough to hold me up.

Have you tried looking at Alfred Angelo? They have some gorgeous dresses and they carry plus-size (for no extra charge!)

Where do these women normally shop? Bridesmaid dresses do not need to be purchased from a designer that sells only wedding clothing.

Nataya makes a beautiful line of vintage inspired dresses that would be perfect for a garden wedding.

I was a plus size Bridesmaid or Best Man for my sister last year, and the other two were size zero’s! We went with Alfred Angelo, and were each free to pick a dress in the shape we preferred in the color and fabric she wanted.  It made things much simpler….though the other two wound up picking the same dress as me anyway!

And, the dresses were all very reasonably priced.

Alfred Angelo has a WIDE array of sizes. They just came out with a new line called “Modern Vintage”. My bridesmaids are wearing style 8600, but tried on almost all of the other’s in the collection. They look GREAT on anyone. I believe the have all the way up to size 26W!

I think instead of having them all wear the same dress.. you should have them pick out a dress in a similar color. That way they will all be comfortable and all be able to pick a style that best fits their unique body type. I think having them all in the same dress will make it super easy to do a side by side comparison and feel sorry for the girl whose body looked the least flattered in the dress type you chose.
