It depends on the seller, actually.  Some are horribly, others are good.  Do you have links to these ebay sellers?

They LOOK legit, especially the “top seller”, but I’m not a pro when it comes to eBay.

I DO know what paypal gives you 45 days to complain in, as does eBay, which can be VERY helpful with the Chinese-based shops.

I have used ebay ALOT in the past and I have never had any problems. So, I looked at the sellers you gave. Both have great feedback rates with a good amount of people responding.

But, the easiest way to see if they are legit is by looking at the pictures. Notice that none of the them are stock photos from the designer of a skinny model. They are all shots of a real dress.

Also, they seem to be small opperations. So, if you want to ask the seller more questions, they will probably respond.

I have bought and sold wedding dresses, all with positive experiences 🙂

Just when you do your searches, put the filter to only pick up North American sellers to try your best to avoid the chinese replica stores. ( though be aware, anything custom made is a risk)

There are tons of bridal stores selling stock/floor model dresses at great deals, with good feedback! Happy hunting!
