Alfred Angelo 2171 has a natural waist with a sweetheart neckline and I found it flattering on my 5’2 frame.

Do you have a list of “wants” and “do not wants”? Just going off the waist and neckline requirements is going to leave you with literally thousands of dresses.

Are there any particular fabrics (lace, satin, tulle,etc), styles (pick-ups, ruffles, ruching, etc), embellishments (beading, sequins, belt, etc) you are looking for?

VW351071 from DB – I’m not a DB fan but really liked this dress. The wrap/sash around the middle can be wrapped more or less times so you can have it anywhere from empire to natural waist. I’m 5’3″ and didn’t feel like it made me look any shorter. The skirt has a neat detail on the back as well.

As always, the DB photo is awful, but some of the user submitted ones show it better.
