I recently had an engagement party and all of the friends and family my fiancé invited are invited to the wedding. My sister and my family hosted it so they also invited people as their guests and not all of those people will be invited to the wedding. 

The people that your friend invited to the engagement party are her guests to that partY and you are not obligated to invite them to your wedding.

BusyBee2016:  Why then do you think that she suggested inviting people who are her close friends but only acquaintances of yours? I don’t think too many engagement parties include guests who are mere acquaintances.

If I were hosting one I would ask the couple who they wanted to invite and only invite those people. I think it’s a bit odd and awkward to invite other people who won’t be invited to the wedding bit maybe it depends on how formal or informal the party is? The last engagement party I went to, the couple hosted it themselves and I think they just invited everyone who was invited to the wedding, but only people who live locally and are under a certain age attended (probably due to hassle of travel and the venue/vibe) but perhaps they only invited the younger set.
