Ideas for dressing up a plain shipping envelope are designing a decorative label that echoes your invite design (this can be done in Word, Photoshop, etc) or stamping/embossing a design (Ms. Fondue did a tutorial on this).  Or, you could skip focusing on the envelope and put a pretty ribbon/paper band around the inside box.  Either way, even if you do nothing, your guests are going to see your pretty invites and not give it a second thought!

About shipping, I would strongly recommend going straight to the source for answers.  Envelope irregularities can really up the cost of shipping, so I wouldn’t automatically assume one is cheaper than the other.  Importantly, make sure to get postage quotes at more than one post office.  Different ones may quote different amounts– this makes sure that your guests don’t get stuck paying the balance for your postage.
