    typically, the outer envelope is to protect the inner.  people usually rip them open, use a letter opener, etc.  most of the time, a liner for the outer is just going to go unnoticed. 

    im doing liners on my inner envelopes, and my stationer says that she doesnt seal the inner envelope for the exact reasons i just listed – you want people to notice them, not rip them to shreds!

    I agree with Clair . . . plus the inner envelope isn’t sealed, so they will  just flip open the flap and see the liner.

    I agree with the others…the outter flap will be ripped and most people won’t notice it. The inner envelope is a beautiful touch!
