Carolsays:  I guess it depends on the school where you’re teaching. In my department, adjuncts are a dime a dozen, we have a ton of them and they come and go all the time, even sometimes days before the semester starts. There are always more. That may not be the case at your school. I’d say that a month prior to the semester is a good starting point though, because if they have to hire someone completely new and then that person needs to get all their teaching materials together, make powerpoints, whatever, and that takes a little time.
