I’m guessing you mean Vegas? If your husband would go into debt, his answer has to be no. He could send a bottle of champagne, etc. to the groom’s hotel room- that would be a much appreciated gesture. 

As a bride-to-be, I would never want any of my friends to go into debt over something like this- I’m sure the groom would understand.

I didn’t read your whole post, but the bottom line is if he doesn’t feel comfortable spending that much money, he has to just say it at the outset.  It is completely reasonable.  Don’t feel bad.  It’s awful how much money people feel pressured to spend on these things.  He could say that if everyone else is in agreement about the destination, that he doesn’t want to hold them back.
