you can check walmart or target.  not sure you’ll get them for $1 or less, but shouldn’t be too expensive, hopefully.

I’m pretty sure those flowers are lotuses! Very cool centerpiece idea – don’t forget to show us how it turns out!

I was able to find the 9.5″ at the dollar store, and I was able to find ones smaller than that for the same, but couldn’t find anything taller for less.  I found an 11″ for three dollars.  I want to say that was at save-on-crafts… but don’t remember now.  But 11″ wasn’t that much of a difference from the 9.5.  I ended up scrapping my candles, but LOVE your inspiration picture!!!

You could also save some money by not putting all the candles in the glass cylinders. You could do one or two per table in the cylinder and leave the other(s) open and tie the ribbon/raffia right around the candle. I think it would look just as beautiful as your inspiration.

For the dried flowers, I don’t know what those are but you could start buying flowers now and drying them out.  I have tons of dried roses around our house (they were cream and light pink and now are like a taupe and raspberry tipped) and what I found works best is dry them while the have another day or two of life left.  This way they will still look straight and will lose less petals. Just cut the ends, burn with a match then hang dry.

Instead of looking specifically for a smaller candle holder, have you tried looking for small drinking glasses (maybe check your local Salvation Army or Good Will)?  And I’m not sure what size you’re looking for exactly, but there are some 4″ glass candle holders on the Dollar Tree website:
