With that budget, you will have plenty of excellent options. That dress, though pretty is too much effort for its looks. First of all, it’s already over budget. Second, the alterations that you’re talking about will cost hundreds if not thousands of dollars on top of that. Don’t be surprised if the designer (or a seamstress) charges you an arm and a leg for customizing (changing the waistline) of your dress .
Stop trying on dresses that are above your budget. I tried on really expensive dresses just for fun early in my shopping excursions and it really ruined me for dress shopping for a couple of months. After being in a pure silk dress or one with amazing lace and embroidery work, it was hard not to be super critical of the dresses in my budget. If you can afford the time, maybe you should take a step back from dress shopping.

lurkingvee : Thanks for your thoughts. I did ask how much it would be to change the waistline and the quote was $300, so not too terrible, but yes it is already over budget by $800. My salesperson brought me the dress that was above budget without telling me (sales tactic I don’t approve of!).

It is over budge but not too much, they may give incentive such as free hem or veil which helps cushion the difference. Also, you can find a few hundred bucks from other aspects of the wedding.
My main concern is you said it is a dress you love, but that is based off how it may/should look after alterations. What if it doesnt turn out like you think, then you spent your full budget on a dress you just like.
I would suggest taking a short break (1-2weeks) then almost start fress. Try on very different fittings and plain dresses just to see, then hopefully when trying on ones like above it will be LOVE.

I wish we had a photo the see of you in the dress. I sell sample wedding gowns off the rack (30-75% off retail), my store is in Kansas. I have around 12 or so Eve of Milady gowns in right now, but not this exact one. Be careful with just ordering a dress with a shorter bodice, you might not like where it hits and the design will have to be a little different on this dress if you were to shorten the top.
