I just got my 1st price quote from a florist and I feel its too high. Mind you we are having a small daytime wedding,with 20 guests attending, and no attendants.
The bouquet was 18 white roses, a few green hypericum berries, 3-5 sprigs of pale pink stock, and some italian ruscus leaves for greenery. They quoted the cost at $140!
(This quote was from my favorite supermarket’s floral department. I live in a small town in the midwest.)
Am I being unreasonable in expecting the quote to be lower?

That seems like a pretty reasonable quote for the bouquet you described. Remember that not only are you getting charged for the flowers, but also for labor (usually around 10-15% of the total) if you go through a florist.
If you’re willing to DIY, you’ll save money, but you won’t save any time. I think that a lot of brides choose to DIY forgetting that making up the bouquets, corsages, bouts, centerpieces, etc takes a lot of time. I think you have to ask yourself if you’re willing to sacrifice a day of getting everything ready to save money. If you are, more power to you!
Also, if you don’t want to DIY but want to cut costs, choosing less expensive flowers will help. Maybe instead of roses you can do something like one of these instead:
Mix of carnations (White, light pink, hot pink):
Gerber daisies (White, light pink, hot pink):
