Definitely try Lillian of LKD flowers.  Look on the website for some of the photos of her work.  She is extremely affordable.  Under the "special packages" you can get all items below for only $200:  Granted I belive these prices are for roses or cheaper flowers but she will definitely work w/you on your budget.  She’s also super nice.  She works out of her house though so don’t let that turn you off since she sometimes has kids running around.  I also got my chair covers from her for $2/each including the organza sash.  I have had 2 friends use her and also my own wedding to vouch that everything came out beautifully.  Good luck!
