Definitely look into wholesalers in your area.  Not sure what you mean by “western Canada”, but there’s a rose wholesaler in Langley (and other flowers) that I had great luck with.  I did all my flowers (Bridal bouquet, 4 bridesmaids, 4 ladies corsages, 2 boutonieres, altar arrangement, toss bouquet, cake table arrangement and 10 centrepieces) for $430, with enough left over to give a massive bouquet to my Grandma.  I used roses, mums, astrolomeria, fresia, hypericum, and I think there might have been a carnation or two thrown in.

The bill shows up as Canadian Floriculture.  Address is 19370 32 AVE, V3S 0L5 SURREY, BC.

I think they sell primarily wholesale to other floral stores, so they don’t really have arranging services and the store pretty much a refrigerated warehouse so it’s not much to look at, except that they have TONS of flowers around.  It also works best if you’re not absolutely set on a certain thing since they grow their flowers, not order them, so you’re limited to whatever they happen to be growing, but definitely worth checking out!
