Thanks for everyone’s advice. Just wanted to update in case anyone else is wondering.
I decided to NOT freeze it so wouldn’t have to worry about defrosting. I had about 20 freezer bags of milk in a soft-sided cooler with 5 ice packs (it’s kinda heavy!). I told security that I had breastmilk and since it wasn’t frozen, they had to fully unpack the cooler and swab the outside of each bag and ice pack, and I had to open each bag so they could wave a strip over it to test the vapors. No problem, but the process took about 20 minutes. I got 2 ziplocks filled with ice at a restaurant after security, and added those to the cooler. The cooler fit fine under the seat on the plane, along with my tote bag.
The only issue is that I must not have fully sealed one of the bags after security, so when I got home after 18 hours of travel, the milk was still cool, but one of the bags had leaked about 2 ounces out into the cooler.
