I had an interview last Thursday morning that I think went very well! They said I would hear from them Monday or Tuesday this week. I haven’t heard anything yet (I realize it’s only Tuesday afternoon) and I want this position soooooooooooo much!
If I don’t hear anything by late afternoon, is it ok to send a follow up email around 4:30 or should I wait until tomorrow?

It really depends on the interviewer and how they will take the message…as you being desperate, or being eager. As much as you want to know and as important as it is to you, it may not be the company’s top priority right now.
I would never send a follow-up email any sooner than a week after an interview, and generally I don’t even do that. If they want to reach you, they will. It’s in their hands now and as sh*tty as it will be if you don’t get the job, emailing them isn’t going to change that.
Just be patient is my advice (I have hired many people and worked at 4 large companies in my career). Don’t stress the things you can’t change. They know how to get in touch with you if you were the successful candidate.
