Do you know anyone that has succulents in their yard?  You could take clippings, dry them out for a couple of days and then replant them as centerpieces. 

Also, white holiday lights do wonders inside tents.

I would say hit up like a dollor store and get a bunch of dog toys and bowls things that are super cheep and maybe could be given to the dogs after to play with. I found something for you. I really like the dog food bags because those could be gathered from friends, family and the shealter I’ll look for some more but i had to share

Can you tell i love dogs because i am having way to much fun with this. You could also get picture frames from goodwill (normally you can get them for around $1) paint them all to match or gule biskets and collars on them and put pictures of the pet you guys have waiting to find forever homes.
