I would talk to your Fiance and the other ARNG/marine and see if they want to wear their outfits. If they do, then great. Have everyone else wear suits. If they don’t, great, have everyone wear suits. If only one of them wants to, great, have everyone else wear suits. But I’d leave the choice up to them. They may feel uncomfortable wearing it (or not wearing it) so I’d leave that choice up to them.

You have a lot of dress colour options as well. I’d have all the women wear the same colour (regardless of sides), whatever colour you pick.

I’m not so well versed in military uniforms so please correct me if I’m wrong. 

I was thinking if you want to have a more unified look in your bridal party, you could have your groomsmen who are in the military wear their dress blues and have the civilian counterparts wear suits (same color as dress blues, dark jacket on top and blue pants). The girls could wear navy dresses so there aren’t too many colors in there. That leaves the groom to wear what he wants without the whole party being too busy. 

If you don’t want dress blues for your groomsmen, your groom could be the only one and your groomsmen could wear suits but with respective colors as the dress blues as mentioned above And the ladies could either work with navy blue or a color of their choice (blush pink wouldn’t be bad) since the groomsmen will all look uniform.
