I would definitely re-assess when you’re ready to send out actual invitations. A lot could change between now and then. I get that it’s fun to think ahead to your wedding, but there is zero reason to have your guest list in stone before you’re even engaged.

But FWIW, if you were inviting her right now you could invite her without a +1 since it sounds like she’s young and it’s a fairly new relationship. If she’s still dating this person in a couple of years, you should invite her SO.

We have a small guest list too (60 MAX) and had to make some hard choices like these. 

I feel you should not feel obligated to invite the 18 year olds girlfriend. The ONLY person who I kinda waivered on this for was my 19 year old niece becasue she is IN my bridal party and I thought that was fair.
