@Britt_RN:  Whoops, apologies for my mistaken interpretation!  I am still certain that you will be fine.  The TSA screeners use their judgment when scanning carry-ons.  I know they’ve never had problems with me bringing on items that are not in totally perfect accordance with the regulations (whether I forgot a liquid item was outside of my plastic cosmetic bag or my underwire bra rings off the x-ray machine).  If they have any questions they will simply ask to inspect the item and once they see it they will let you through (this happens very rarely with some of my fiance’s toiletries).  Don’t fret! You’ve got bigger fish to fry.

I don’t think this will be a problem if it’s not on the TSA website. The shoe insert thing is because shoes have always been a TSA issue, them thinking people will have shoe bombs, or hidden knives and stuff. Other airports I’ve been to outside of the US don’t make you take off your shoes at all for that matter.

Random aside: Fiance did get stopped with a can of shave cream in a UK airport that he forgot to remove from his backpack. They did a brush screening and everything to check for ballistics! It was fine in the end, only stalled us for a minute. The lady kind of looked at us lie, “Oh, you silly Americans!” 🙂
