Most likely not, usually you can only add/term if is a job loss, a marriage,/divorce or birth/death for off renewal.  I would check with his insurance company on what they consider a life changing event.

Unfortunately I dont think that dropping down to part time will be considered a qualified event. However, I would recommend that your fiance talk to your HR department- they can sometimes pull strings to make changes on a policy outside of the open enrollment period (I’m saying this as someone who works in HR).
