I am gonna tell you what everybody told me when I was having the same problem with my dress.

Have some ideas of general bustle styles you like in mind and then head to a seamstress. They know how to bustle dresses and can try a few on you until you find one you like. That is really the only way to do it. I had to go to a few different seamstresses until I found somebody who was able to give me a bustle I liked. It is a pain, yes, but in the end, you will end up loving your dress even more because you will know that even when it is all bustled up, it is still gorgeous.
