IMO working with a great and affordable seamstress is a good way to go.   I have only been in weddings where we went and got measured by a seamstress and she created the dresses.  The prices were always 100-150.

 

I sort of went this route with my wedding dress.  I just found a dress I liked and am spending most of my time and money with a talented seamstress.

 

Otherwise, I’m no help at all 🙂

I 2nd what icetea said, I was in a wedding and the MOH had her dress made by a local seamstress, she actually has all of her more formal clothes made to fit her.  At the time she was a struggling graduate student, so I’m sure she looked for affordability as well.

I’m pretty sure Alfred Angelo bridesmaids dresses go up to size 30W, at least in some styles.

Have you checked out Eden Bridals?  I had a plus sized maid w a large bust and that’s what she chose.  Not sure what size she ended up with, though.

Have you tried the website Syndey’s Closet? They have BM dresses up to size 30/32 at relatively reasonable prices.

A friend of mine had a similar issue.  She found a local seamstress to make the dress for her.  She was able to match the other bridesmaids perfectly!  She really loved her dress, too.
