@ElopeNYC: That time of year can be quite chilly – so I’m assuming you are willing to deal with that.  If you want city views, you should search to see if any smaller hotels have rooftop areas with decent views.  Most of the time, you can just go up there on your own so long as you are staying at the hotel.

A lot of people also do a quick ceremony in Brooklyn Bridge park which is at the base of the Brooklyn bridge – in Brooklyn.  Awesome views of Manhattan!  It is especially scenic and quintessential NYC.

10ppl is quite small. What is your current budget?

Venue wise I do not know of any places in NYC that will reserve for 10. Also NYC in Jan is COLD! I would have suggested HOTEL GIRAFFE since the have a penthouse and outdoor garden, but the avg size is 100.  I agree with the above poster. It may be easier to do a quick outdoor one or find a small hotel

I went to a small wedding in a photo studio near Union Square.  They had big beautiful windows.  The wedding probably had around 40 people, but maybe a smaller crowd would work.  The reception was in the same space.  The name of the place was Capsule Studio.
