I’d say pre-owned is the way to go.  Be open to buying strapless and then hustle to get it tailored with straps if you must.  Honestly, I was dead set against strapless and you can guess what I got… STRAPLESS.  Besides, they’re easier to tailor in a hurry!  Try craigslist, search “short wedding dress”.  Best of luck to you!  Make sure you write some bad reviews for that terrible company!

What about Ebay?  I have heard alot of people sell their wedding dresses there.  I am sure you could find a short one.  And like the previous poster said, you can always add little straps to a strapless dress, so try to widen your search a little bit.

Keep us updated!  I almost want to look FOR you, but that’s hard to do without knowing what your dream dress looks like and what concessions you’d be willing to make.  You have the right idea though – stay calm.

Definitely check out all of the chain stores, since they will be able to get it to you sooner.  Some of the anthropologie dresses might be the sort of shabby chic you’re going for
