Mine is somewhat the same idea.  I have a very delicate layer of lace over the satin underskirt.  My bustle is a 5 point inverted on the satin, and 9 point american on the lace.  My seamstress put fabric backing on the underside of the lace there the hook loops were sewn in, and put white hooks along the natural line of the gown where the train begins.  I love it.  The lace is protected (not to much hanging at any one point and backed for strength), and you can’t even tell it is a bustle, which keeps the silouhette and the lovely detailing of the lace on the skirt.
