It’s your wedding and you should do what you want!

I would just say something like, “we have decided to have a very small wedding and will not be able to invite everyone that we originally wanted to invite.” Most people will understand, and the one’s who don’t will get over it eventually.

What I did to cut my guest list down (which I also had to do and had about the same amount of guests you do), was really simple. I just took my list and seperated it into an A list and a B list. At first I was having a hard time putting people on the B list, but the bottom line for me was cost and I HAD to cut the list. I just did it. My plan was to invite everyone on the A list, and as I got no responses to RSVP’s, I would send an ivite out to someone on the B list.

That is one thing that might help you.
