Do you know where she lives?  If so, I would consider going to small claims court to get your pictures or at least your money back.

You could post something on her FB wall.  It’s a little passive aggressive, perhaps, but bad publicity is bad and she’ll likely try to avoid it.

I’d post something on her blog too. Like @nmsoonerbride said, publicity is bad. You’re not slandering, you’re telling the truth.

No photographer wants bad publicity.  I would recommend one last email along with an official certified letter.  Give her say 10 days to have your photos or you will not only file a claim in small claims court, but you will post your experience with her on her facebook, yahoo local account, blog, etc.  

It really does not make sense for her to be doing this.  That makes me wonder if something happened to your photos on her end.  Like she did not back them up, who knows…?
