That dress could easily be made by any tailor.  I don’t think that it would be outragously expensive.

I agree with @tksjewelry.  A tailor should be able to whip it together!

Try Dillards. They have a lot of great mother of the bride 2 piece dresses.

I have an idea…save a pic of the dress you want. Try to get a front and back if you can. Then go to http://www.dressilyme.com and email customer service and ask if they can make the dress and if so, how much it will cost. I did this with my dress, and got a very detailed reply with materials, cost and a color chart. They are even making a mini version for my Flower Girl. I know some people are opposed to getting replicas from China, but this company is very reputable and their customer service is excelent. And one of the interesting things about them is, if they can’t make the dress right, they will tell you up front! Honesty is a big plus for me!
