There are also places like Dressilyme or Jasmines bridal. I’m pretty sure they can add sleeves to any of their dresses. Just as an example of some of the mermaid ones in her price range and below

I was going to suggest DB too.  Your sister can always get lace/satin sewn into the dress.  If she goes that route and doesnt go in store, they do have an exchange policy for online orders, but I dont know if it counts for the sale.
