It isn’t in Dallas but The Belltower Chapel in Ft. Worth is beautiful and they have a wedding package for small weddings.

We are from Dallas, have 55 guests and are in the same budget range. We are getting married in August @ Eden Hill Winery. Its in Celina, TX. ( out past Frisco, straight down Preston) and for the rental of the location for Ceremony,reception, and servers during the reception its costing about $1400. Also, for catering to keep the budget down look into Whole Foods. They will deliver for a charge but have AWESOME prices and delicious food. Hope that helps. Everything we found in Dallas proper was just TOO pricey.

City of dallas parks rents recreation center, my sis n law rented one in lewisville that was beautiful. also check out holiday inn express the new ones popping up everywhere, some let you bring your own food.

Maggiano’s may fit your budget- we had our reception at Maggiano’s and loved it.

We booked the red oak municipal center in red oak tx about  20 min south of downtown dallas. It was 750 for both ceremony and reception and you can bring own caterer and it is BYOB  hope you guys find something

You should try the Frisco Heritage Center Depot and Chapel for both next year I think it is $2,500 which is very affordable for both the chapel and the reception plus you can bring in your own food and vendors to make it cheaper

You might try the downtown Dallas location of El Fenix Restaurant. They have a rooftop terrace that you can have the ceremony and an inside room that is very nicely decorated. They do not charge for the room rental. They only charge for the food and alcohol. Food starts at 11.95 per person and alcohol is 10.95 pp for 3 hours unlimited consumption. They include staff, tables, chairs, linen, stemware, and the terrace patio furniture. 
We had 110 people and only paid less than 3500 total for our reception and ceremony (alcohol, food, etc.).
