On a formal invitation, it’s tradition to spell out dates and times. However, since you don’t want to spell out 2011 and are leaving it as numerals, it only makes sense to keep it consistent by saying “4:30 in the afternoon.” Saying “half past four o’clock” is formal enough to dictate everything ELSE being just as formal, so if you’re set on using “2011,” I wouldn’t word it that way.
