We had a buffet with hors d’oeurves as well. We set the tables with placemats and napkins and had wrapped cutlery and plates at the head of the line. That made it so the tables didn’t look bare, but people could grab what they needed from the line.

I’d put the prewrapped silverwear at the tab;es, so they don’t have to juggle that as well as food and drink. But I don’t think you need place settings.

@CassidyR: I agree. Or, since it’s a little bit less formal, you could put a basket or container on each table with the wrapped silverware in them. That way, it won’t look like there’s anything missing where the plate, etc. would be set.
