Why can’t you have your Maid/Matron of Honor send out the letters – put something like the maids and I are taking our bride to lunch.  We would love if you would stop on by join us.  Could they pass them out and word of mouth the pay for it yourself?  Or maybe put something like the avrage cost of a meal is $XX??

For this type of lunch, I would try to avoid thinking of it as an "invitation" and think of it more as a personal letter in which you mention that a group of the women closest to you will be meeting for lunch and you would love it if that person could make it. That way, you avoid the whole invitation vibe. In my experience, the invitation vibe is generally reserved for times when the host is paying.
