EDIT: a quick search on rare carat shows you can get a 1ct G, VS1 excellent cut asscher for $1500, leaving $1000 for the channel set diamond bezel setting.

Oh fun! I think a lab diamond is a great idea. That ring PP found for $1800 is beautiful. Great start! Definitely go to a local shop if possible, we got my ring for a reasonable price.

My personal suggestion is something like this- the highest cut and clarity you can get and then compromising a bit on color and carat:

asscher cuts are less available, so if she would be happy with a different shape she can likely get a bigger size. Examples:

ready2020 :  Using RareCarat, here is a 1.96 VS2/J lab grown diamond in a platinum setting in his budget. The one concern might the color, depending on how color sensitive they are. He could also work with the sellers to modify the setting.

ready2020 :  Can you find out how she feels about getting a moissanite? His budget could cover a 1.5-2ct moissanite version of her dream ring — he could even have it custom-made to her exact wishes — but he’ll need a smaller centre stone if she prefers a diamond, lab or otherwise. 

If time is a limiting factor he can always propose with the gemstone alone and then have the ring made. I would prefer to wait for my dream ring, personally, and just have the proposal with a gem. Maybe another thing you can sus out from your sister?!
