You may want to call a local print shop and ask if they can drill the holes for you. A smaller local shop (not kinkos) is usually set up to do this quite easily.

I think runningbee’s suggestiong is great.  If that’s not an option, you might want to look into leather punches.  They’re pretty heavy duty.
