Hobby lobby, great prices with the 50% off sales and sometimes they also have coupons that you can add on top. Tuesday Morning usually has some gorgeous ones.

joanns is pretty consistent for having good deals and a nice selection. TJ Maxx and Homegoods can have some really unique frames, but I find they can really be hit or miss.

I have gotten some wooden ones from thrift stores.  Huge, nice wood, under $10 that we have put large enlargements in for our house.  On the wall they look great, but the back you can tell they are used.

Gifts: tjmaxx, marshalls,  homegoods.
