I would find wrapping paper in a print that I liked. There are many wedding papers that would work.

To make the shape you need for the paper on the pinted end, make a pattern using one of your cones filled with hot chocolate mix.. Place the cone down on your paper, mark your starting point on the cone and the paper and roll the cone until you get back to the beginning.

This is the same method used to make a new cover for a lampshade as this link demonstrates.

For the wider end make a simlar pattern, then use those to cut all the paper you will need.

Apply with white glue or modpodge-both dry clear.
