No, you book a room block at a preferred rate, which is normally available until six week to a month before the wedding or when the rooms run out.  Your guests pay for their own hotel rooms.  It’s a courtesy for your out of town guests, because it’s easier to coordinate travel plans if they are all at the same hotel rather than if they were spread all over town.

Like PP says, book a hotel block for them.  it gives a discounted rate, but has no financial obligation for you.
