I am the queen of improvisation so this is what I would do =)

Purchase some of the large popcorn cones that they use for carnivals and such:

Cover that in some of the vinyl damask fabric (the vinyl fabric will make it more sturdy and is cheaper and will completely cover the design on the popcorn cone b/c the material is so thick.

You would need to cut the damask fabric in a triangle so that it will be in the cone shape when you glue it.

Use a whole punch to attach your ribbon.

Make some bows and attache them to the sides using pins or hot glue….and voila.

You could use posterboard and make the cones instead of the popcorn cones since you will only need one or two of these.

It’s really just a piece of paper folded into a cone shape with holes punched in the top and ribbon placed through the hole!

Take an 8×11 piece of paper (whatever you like) – turn the page on it’s side (so it’s short and wide) – take the bottom two corners and fold them over each other (it will look kind of like a cone with weird wings, just make sure there isn’t a hole in the bottom so wrap tightly. – keep adjusting it and inching the corners further around to make the cone shape in the picture. — glue the sucker down. You can cut the excess or shape the top if you like. Punch holes, attach ribbon. Done.

double sided tape the edges together, (or punch holes and thread ribbon to sew the edges together for a fancier look,) hole punch the top and some ribbon ta-da!

i think that the cones would look really neat with a transparant background damask print, so the flower petals will show through. but i would find the paper/cardstock/velum first and go from there.
