You could maybe incorporate some sea glass either into the glasses or have them stand on a bed of it?

What about different colored tea lights? You could get votices in different shades of blue, aqua, teal and sand.

You could even make or purchase some sort of garland or mini-wreath to place around each set of votive holders.

 

I came across this in my search.  Isn’t it super cute?!?!

 A word of warning on the tealights.  Many of them dont stay lit very long so be sure to test them to make sure they will stay lit the whole night!

Its really easy to etch glass so you could etch a seashell on the glass votive holder as well.  Its done with a paste so you just paint it on over a pattern made out of contact paper. super easy.  I

Use a wooden tray to hold the sand or beach glass. If blues and greens are in your color scheme, I think the beach glass would look fabulous.

i would do something cool on the napkins, like mleisslp said! you could do a sea star or a shell!

sand and shells in them with and then you can get some of that blue gel candle stuff that will look like water but give you more candle to burn.
