We used to make things like this at school. You would print the cards first with all the words then on the parts that you want the silver sparkles- use a glue to cover the area and then sprinkle the sparkles (glitter) on them. You need to make sure you cover the area really well with the glue and use a good glue so that it sticks.

Before the glue drys shake the card to check for gaps. If there are gaps add more sparkles. It will take ages to do a lot of them so it will be a big DIY project!

Edited to say- I had a closer look and it actually looks like it is a card stock with a bellyband/card stuck on with a name printed on it. Yep glitter card stock- http://www.dollardays.com/i620006-wholesale-dcwv-glitter-cardstock-8-5-x11-silver.html

Those would be easy peasy to make. It looks to me like they printed the info out onto white card stock and the cut pieces of the sparkly paper and glued it on the front. I don’t think you can run sparkly paper through a printer. You would just need to cut the sparkle paper to size and use like a scrapbook adhesive to stick it to the front.

They sell pre-sparkled paper at michaels and stores like that.  I would probably print the info on card stock and then cut two pieces of sparkle paper to fit. Or, print on card stock, cover he whole front of the card in sparkle paper and make a printed belly band of sorts to go around. 

Last time I bought it as a single sheet it was 1.99 for a 12×12 sheet but I would imagine you could buy wholesale cheaper.

You could find a silver metallic cardstock that is white on the other side (to use for printing).

then apply a white label printed with the guest’s name.

You can always print at kinkos or somewhere!  You definitely want to make a template the maximizes the amount you get out of the sparkle paper especially.  I could definitely whip you up a template for the printed part once the time comes 🙂  Feel free to pm.
