I needed to do that for my invitation belly bands.  Zots adhesive dots worked great!  Easy, mess-free, and no drying time required. 🙂

If you don’t want the adhesive to show through, vellum is tricky. Our paper glue called Zip Dry (not blatantly promoting, look us up) works for vellum. Here’s the trick: Put down a thin line of Zip Dry, “kiss” the vellum together, and then pull apart for maybe ten seconds. Then adhere the two sides to each other. The ten seconds will start the evaporation process enough to get the Zip Dry to adhere without wrinkling or showing through. Good luck!

Check your local craft store (or supply store for architects) they have glues/adhesive that is specially made for vellum. Any kind of dot or glue stick would drive me crazy because you would see it.
