I’d make one per couple, or per individual if they are not in a couple, if that makes sense.
If that number is the same as people sitting – perfect! If it’s lower, I think you should make a few extra to bring it up to the number of people sitting. I don’t think you need to make 1 per person. There will be plenty of people (mainly guys, I would assume) who won’t want one to fan themselves.

I’d make one for everyone who will be sitting, plus a couple extra as keepsakes.

This is actually a great question, I have been wondering the same thing for my wedding.  We will have about 80ish people for the ceremony at max so I am thinking of making around 50 since not everyone will take one and most couples only take one each.. I would go with the 30 just to be safe.

We’re making programs and since there is 10 in the wedding party, I’ll make 110 (our limit is 120) and place each one on each seat.

I made one for every two people. There are some childrens guests who are getting activity books instead so there’d be extra for anyone who requests for an additional program. So I think you’re fine with 30-35 since couple guests may just prefer one ๐Ÿ™‚
