You should talk to the catering manager as some companies already include a service fee that actually goes to the servers.

If your paying an 18% service fee does anyone know if your supposed to tip additionally to wait staff etc.

Still, talk to the catering manager and be prepared to have to pull the answer out of them. If you have an 18% service fee then it’s less likely you’d be expected to tip unless the service is outstanding, but different companies have different ways of dividing up the money at the end of the night, some bill it as a service fee and others lump it in on the hourly labor. The only one who can tell you how that service/catering staff is compensated is the company itself.
