We just did picture frames of our closest and dearest who had passed away or couldn’t attend  :). I doubt people would complain that you didn’t include so and so…

As a PP mentionned, weddings are not funerals… Doing a few is fine, but a memorial for every single person is a bit much… Lol. I would just include who you would have invited or who are dearest to you… Who you would have liked there.
