Let me explain the secondary part: we’re having a formal reception with dinner at the same location as the ceremony. At that point we want to head off to another location for a much more fun relaxed event.
The second location might take place in a tent and I need to decorate it, but without breaking the bank or creating an enormous fuss.
My thoughts so far: bunting, string lights.
Do you have any other ideas?

You can buy old dining room ligt fixtures for next to nothing at thrift shops. Look for the kind where the bulb and globe faced up.
Take out the bulbs, cut off the wiring. Keep the chain for hanging.Spray everything black , white, or the color of your choice.Replace the bulbs with flameless pillar candles. Awesome looking faux chandeliers.
If you are looking for a more relaxed atmosphere, you could paint them all bright turquoise etc.

You could decorate with balloons =) or something simple like stringing paper or flowers to make curtains like these :
You could also make home made lanterns!
